Use of the NHRDB by government organizations and public agencies
User organizations can receive recommendations from the MPM or access the NHRDB to conduct direct searches of information to find the right candidates for government positions.

- 01. Request recommendation (by user organizations)
- Requests must be made at least 10 days prior to use of personal information
- Via an official written request attached with the application form
- 02. Search for candidates (by the MPM)
- Identify requirements, e.g. qualifications
- Select candidates from the NHRDB (select up to 3 times the number of openings)
- 03. Recommend candidates (by the MPM)
- Submitted via an official written form
- Provide basic information (name, contact information, etc.), areas of expertise, educational and work experience, publications and research records, etc.

- Requests must be made at least 10 days prior to use of personal information
- Via an official written request attached with the application form
※ A new user must apply for an ID and password prior to making a request for database searches
- 02. Provide database access authorization (by the MPM)
- Review the request including the purpose of use and provide access permission
※ A new user is given an ID and password
- 03. Search for candidates on the NHRDB (by user organizations)
- During the access period
- Select final candidates (up to 3 times the number of openings)
- 01. Request recommendations (by user organizations)

- 04. Recruit civil servants based on recommendations (by user organizations)
- Select and appoint appropriate candidates based on recommendations
- 05. Notify the MPM of the results (by user organizations)
- within 10 days from appointment
- Via an official document or e-mail attached with a result notification
※ The results of direct searches can be directly entered in the NHRDB
- 06. Monitoring and follow up (by the MPM)
- Record and monitor the use of recommendations and evaluation results from user organizations
- Conduct a survey on satisfaction with talent recommendations
- 04. Recruit civil servants based on recommendations (by user organizations)
