History
- Establishment of grounds for the introduction of civil servants on alternative work schedules (State Public Officials Act amended in 2002)

Key Features
Civil servants who have converted to alternative work schedules (full-time civil servants' transition to alternative work schedules)
- A system in which a civil servant who worked during normal hours of duty (40 hours a week, 8 hours a day) apply for an alternative work schedule to work according to his/her needs (in effect from 2005)
- Eligibility: civil servants in general service (including contract-based civil servants) and civil servants in extraordinary civil service may apply for an alternative work schedule without restrictions on the position, grade and job field
- Period: at least three months, no limit on the maximum period of use (applicable on an hourly basis)
- Hours of Duty: at least three hours a day, 15 - 35 hours a week
- Types of Work: an alternate day system is available, but biweekly and bimonthly systems are not available
- Replacement: when a civil servant transitions to an alternative work schedule, recruiting a civil servant in a fixed-term position on an alternative work schedule is possible within the remaining hours of duty
Civil servants employed to work on alternative work schedules (recruitment of civil servants in general service on alternative work schedules / newly introduced)
- Suitable jobs for talented people who have the ability and willingness to work but are unable to work full-time;civil servants with a guaranteed retirement age while working by choosing their hours of duty (recruited from 2014)
- Hours of Duty: a person with appointment authority or a person authorized to recommend appointment decides within the scope of 15 to 35 hours
- Types of Work: five-workday (morning and afternoon) and alternate day systems are available
- Promotion: the minimum number of years required for promotion is recognized in proportion to the hours worked
- Remuneration: in proportion to the hours worked in principle; welfare benefits are the same as those working full-time
- Pension: civil service pension
- Holding of Concurrent Offices: profit-making business activities are prohibited in principle; concurrent offices may be held with the permission from the head of a competent agency
- Transition to Full-time Work: mandatory to undergo a competitive process for new recruitment
Civil servants in fixed-term positions on alternative work schedules
- Civil servants who are temporarily hired to perform a temporary project or to replace a civil servant who has converted to an alternative work schedule

- Hours of Duty: at least three hours a day, 15 - 35 hours a week
- Types: civil servants in general fixed-term positions on alternative work schedules and civil servants in professional fixed-term positions on alternative work schedules

- a contract-based civil servant who is appointed to a position corresponding to the quota of civil servants in career service stipulated in laws and regulations as well as a position of the head of a responsible administrative agency pursuant to Paragraph 1, Article 7 of the Act on the Establishment and Operation of Responsible Administrative Agencies

- a contract-based civil servant who is appointed to perform duties that require specialized knowledge or skills in a specific field
- Civil servants who are temporarily hired to perform a temporary project or to replace a civil servant who has converted to an alternative work schedule
