A system introduced to enhance the competitiveness of the government by promoting the learning organization of the public service in response to the needs of the knowledge-based and lifelong learning society
- In July 2006, the provisions in the enforcement decree of the Public Officials Education and Training Act (currently, the Enforcement Decree of the Act on the Capacity Development of Public Officials) was established
- It became mandatory to complete more than 100 hours of education and training annually starting in 2007
However, the head of the central administrative agency may adjust the number of hours of education and training required to more than 80 hours in consideration of the nature of the work and learning conditions

The hours of education and training for civil servants of Grade 4 or lower are reflected in promotion and appointment

Strengthening the autonomy and responsibility of ministries for education and training
- The content of education and training that can be recognized as education and training hours is determined by the head of a central administrative agency in consideration of each ministry's job characteristics and manpower composition
- When the head of an administrative agency concludes a performance contract with the head of a department, he/she shall assign the head of the department the performance responsibility concerning the achievement of education and training hours for members of the department.
