Purpose
To secure the objectivity and fairness of promotion in the promotion and appointment of civil servants, and ensure the selection of competent civil servants and provide fair promotion opportunities among institutions.

Exam types and methods
- Exam types
- Grade 5 General Promotion Examination: 2-5 times the total number of vacancies including vacancies and expected vacancies among the list of candidates for promotion of Grade 6 or researcher/instructor
- Grade 5 Open Competitive Promotion Examination: Grade 6 civil servants who have passed the minimum number of years required for promotion (4 years) and whose promotion appointments or qualifications are not restricted (Possible to apply regardless of job series or affiliated institution) / Testing institution: The Ministry of Personnel Management

*The second round test can be conducted in thesis format upon request by the minister.* 1st round: All students who scored at least 40% of the total score in each subject and at least 60% of the total score in all subjects
* 2nd round: Among those who scored more than 40% of the perfect score in each subject, 70% of the test score and 30% of the list score are combined in the order of the highest score, until the number of people required to pass is reached.Grade 5 Open competitive promotion examination 1st round: Optional
2nd round: Thesis format
3rd round: Interview* 1st round: To be decided within 5 times the number of selected candidates considering test scores, etc. among those who scored 40% or more in each subject and 60% or more of the total score of all subjects
* 2nd round: Deciding in the order of the highest score among those who scored 40% or more in each subject
Promotion Examination Procedure
- General promotion examination Request for examination (Minister of the affiliated institute) → Qualification screening (Ministry of Personnel Management) → Conduct of examination → Announcement of successful applicants → Promotion and appointment (Minister of the affiliated institute)
- Open competitive promotion examination Promotion examination announcement (Ministry of Personnel Management) → Application for admission → Examination → Announcement of successful applicants → Registration of candidates → Recommendation of appointment to each ministry → Promotion appointment (Minister of the affiliated institute)
