Purpose

  • To foster international experts for effective implementation of national tasks
  • To carry out systematic research and introduce advanced knowledge, information, and systems for the enhancement of active response capabilities and administrative development to cope with the demands of the information-oriented society
  • To revitalize administrative organizations and raise morale through the development of civil servants' abilities

Training procedures

  • Demand survey
    • Conducting a demand survey to establish an education and training plan for each program
  • Establishment of a selection plan
    • Establishing a selection plan for each program in consideration of education and training demand by ministry, training scale by year and annual budget
  • Recommendation of trainees
    • Each ministry recommends candidates by reviewing applicant qualifications and granting research assignments and considering future positions after training
  • Selection of trainees
    • Final selection of candidates for overseas training according to the selection criteria
    • Providing orientation before dispatching trainees
  • Dispatch
    • Negotiation with and selection of training institutions: Negotiating with training institutions focusing on training tasks
    • Dispatch request: Prepare the relevant documents and send them to the Ministry of Personnel Management
  • Payment of education and training expenses
  • Reporting on the progress of overseas training
    • Arrival report, regular report (quarterly training progress report, evaluation/confirmation report from the job training institution, report on ministries' own research projects, report on collection of the latest administrative data), local trend report, location and personal reports, etc
  • End of overseas training, etc
    • Return Report: Visit and report to the Ministry of Personnel Management within 7 days of returning to Korea
    • Training result report: Submitting the training result report (in booklet format) to the affiliated ministry and registering the report (in digital file format) via the Human Resources Development Information Center of the Ministry of Personnel Management within 30 days before the conclusion of training
